Notice of Public MDE Informational Meeting: Joint Application for State Discharge Permits in Carroll County

The Maryland Department of the Environment Water and Science Administration has released the following notice of a virtual public informational meeting to be held on Thursday, June 15th, 2023 at 5PM concerning two state discharge permit applications up for renewal in Carroll County. It is advised that interested parties register for the public meeting by Tuesday, June 13th.

NOTICE OF VIRTUAL PUBLIC INFORMATIONAL MEETING

CARROLL COUNTY

Joint Applications for State Discharge Permit 22DP0594, NPDES Permit MD0022446 and State Discharge Permit 22DP0022, NPDES Permit MD0001881:

The Carroll County Bureau of Utilities, 225 North Center Street, Westminster, MD 21157 has applied for renewal of the permit (16DP0594) to discharge up to 900,000 gallons per day (gpd) of treated municipal wastewater from the Hampstead Wastewater Treatment Plant located at 4455 North Woods Trail, Hampstead, MD 21074 to Piney Run, designated as Use III-P waterbody, protected for the growth and propagation of trout and as public water supply.

BTR Hampstead, LLC, 626 Hanover Pike, Hampstead, MD 21074, and Carroll County Bureau of Utilities, have submitted an application jointly as co-permittees for renewal of the permit (16DP0022) to discharge up to 199,000 gallons per day (gpd) of wastewater from treated groundwater, and non-contact cooling water, plus variable volumes of stormwater from an industrial park, located at 626 Hanover Pike, Hampstead, MD, as well as up to 600,000 gallons per day (gpd) of treated domestic wastewater from the Hampstead Wastewater Treatment Plant (as referenced above) to an Unnamed Tributary of Deep Run, designated as Use I-P waterbody, protected for water contact recreation, fishing, aquatic and wildlife and as public water supply.

Separate notices of application received (AR) for each renewal application were published in “The Carroll County Times”. The AR Notice for 22DP0594 was published on June 22, 2022, and June 29, 2022, and the AR Notice for 22DP0022 was published on March 17, 2023, and March 24, 2023. The Department has received a request for an informational meeting for each permit and has scheduled a public meeting to discuss both permit applications on Thursday, June 15, 2023 at 5:00 PM. The informational meeting will be conducted through an online virtual platform, Google Meet, with an option to join by phone.
