Bill 25-015 was introduced before the Harford County Council on November 4th 2025 to obtain supplemental funding for the Foster Branch Capital Dredging Project for fiscal year 2026.
In addition to the $125,000 in state funding grants, the county has secured $125,000 from the Appropriated Fund Balance (Recordation Tax) during the county council’s latest session. These funds will be used to hydraulically dredge two channel sites: removing the sedimentation deposits from the travel lane to the Mariner’s Point Park Dredged Material Placement Site.

Due to the high erodibility of the soil, the steep topography, and the lack of stormwater regulations when the area was developed, Foster Branch is particularly susceptible to sediment accrual in the waterway. By taking steps to clear the channels of sediment, Hartford county is helping to ensure that the waters of Gunpowder and its tributaries will be fun and functional for years to come.
